What black college was the first established by an act of Congress?

Howard University, located in northwest Washington, D.C., was the first HBCU established by an act of Congress; it was chartered on March 2 1867. Like several HBCUs founded during this period, the university has always been open to students regardless of race or gender. It would receive direct and continuing financial support from Congress, yet it remains privately controlled. Howard has become a comprehensive research university.
