“Race to the Top” is a program conceived in 2010 by the administration of President Barack Obama in which the Department of Education awards funding to schools and communities that meet a federal criteria for improving education. This government program differs from other programs in that it supports a bottom-up approach through local vouchers, parochial schools, and charter schools versus a top-down, or administrative-focused reformation. While the program supports the education of all races, African Americans have benefitted most from the improvements in schools, especially through vouchers and charter schools.
