What is the voucher system in education?

The voucher system is a plan used to fund public and private education and at the same time improve the quality of education and the safety of schools. This system represents a strategy of sharing control at the local level. The vouchers follow the child to the school that the child or the parents choose. There are claims that vouchers especially improve the quality of education for African-American students, many of whom live in urban areas and receive a poor education. The voucher system has been proposed for private schools as well. One of the first voucher systems in the nation was implemented in Milwaukee, Wisconsin, in 1990, and produced great debate over its success. There is agreement, however, that the education of African-American students improved slightly as result of the voucher system.
