Why is fetal development described in terms of lunar months rather than calendar months?

Since the female reproductive cycle is closer to the lunar month of 28 days, fetal development is described in terms of lunar rather than calendar months. Each lunar month consists of four weeks for a total of 40 weeks, or ten lunar months.
