What is the difference between electromagnetic waves and electromagnetic radiation?

Electromagnetic waves and electromagnetic radiation are the same thing, but the terms are used in different contexts. Electromagnetic forces, as carried by photons, can be considered either to be waves emanating outward from a source (electromagnetic waves), or particles traveling outward from a source (electromagnetic radiation).
