Were the plagues really out of the ordinary? Could they have been naturally occurring events?

Some scholars of the Bible argue that the plagues were part of natural ecological cycles. For example, they say that the diseased livestock might have died of anthrax. The boils might have been caused by the disease-carrying stable fly. Others argue that even if the theories turned out to be true, God’s role in all of it would not be minimized. After all, who made anthrax? Who made the stable fly?
