What did the Israelites complain about this time?

They complained about the scarcity of water. They still doubted God’s ability—and his promise!—to provide for them. This time, Moses and Aaron doubted, too, because God delivered this fateful line: “Because you did not trust in me, to show my holiness before the eyes of the Israelites, therefore you shall not bring this assembly into the land that I have given them.” (NRSV, Numbers 20:12)
