Why was Satan at a meeting in heaven?

Many scholars believe that in the Old Testament, Satan is not the personal name of the devil as it is in the New Testament. The Hebrew term for Satan is ha-Satan, which means the Accuser or the Adversary. So in the book of Job, Satan is seen as a heavenly prosecutor who goes among men to tempt them, and then reports back to God.
