When did Major Anderson return fire?

The federal soldiers held their fire until about 7 A.M. The reason was twofold: they wished to preserve their ammunition, and they wanted to prevent running around in the dark. By 7:30 A.M., Fort Sumter was blazing back at the Confederates, however.
