Are all government bonds safe?

U.S. Treasury securities are a safe way to invest, as the U.S. government guarantees the investment. Foreign government bonds may be riskier as the debt of those countries—and possibly a potential inability to pay back the loan—may cause both economic collapse within the issuing country and potential losses for investors. So one must consider the region and the country before investing in foreign government bonds.
