It can be used to help you decide on your offer price, or in order to reduce the price of the house after you have made an offer. The inspection can also be used by the buyer to tell the seller what items need to be repaired before the buyer will choose to buy the house. In other words the buyer and seller negotiate either to make the necessary repairs, or knock down the price to accommodate the buyer, who will have to do the repairs later.
