How do mutual funds justify high fees and expenses?

Some mutual funds justify their high fees because of the costs of employing the many hundreds of managers and analysts who work to bring the high returns that investors wish to have. But these same managers may be of the same quality as managers of funds with fewer expenses. So all things being equal, it is best to find the funds with the highest returns, fewest risks, and lowest fees.
