Johnson won the presidency in a landslide election in 1964 over Barry Goldwater. Furthermore, the Democrats had large control over both Houses of Congress—295 to 140 in the House of Representatives and 67 to 33 in the Senate. This dominance over the Republican Party enabled Johnson and the Democratic-controlled Congress to initiate, pass, and implement nearly all of Johnson’s social programs.
