Is Washington, D.C., allocated any electoral votes?

Yes. The Twenty-third Amendment grants the District of Columbia the number of electors it would be entitled to if it were a state, but not more than that of the least populous state. In 2000, the District of Columbia received three electors. Wyoming, the least populous state, has three electors, too.
