Is the presidential candidate who gets the highest number of popular votes the winner?

No. The president and vice president of the United States are not elected directly by the popular vote, but rather are elected by electors, individuals who are chosen in the November general election in presidential election years. Known collectively as the electoral college, it is this entity that votes directly for the president and vice president.
