What law did Cleveland sign that regulated railway rates?

Cleveland signed into law the Interstate Commerce Act of 1887, which created the Interstate Commerce Commission, a federal agency that monitored the railway rates. The law was designed to ensure that such rates would be “reasonable and just.”
