In 1796, he was selected as a delegate to the Tennessee Constitutional Convention, the body that created the Tennessee Constitution and established Tennessee as the sixteenth state in the United States. Later that year, he became a member of the U.S. House of Representatives, and in 1797 was elected to the U.S. Senate. He left the Senate after only one year and successfully ran for a position on the Tennessee Superior Court.
