Who defeated Monroe in a run for a seat in the U.S. House of Representatives?

Monroe lost to fellow Virginian and friend James Madison in 1789 for a House of Representative position. Monroe lost to Madison by 330 votes. However, Monroe rebounded to win a seat to the U.S. Senate in 1790.
