Monica Lewinsky was a twenty-two-year-old White House intern who had a sexual affair with Clinton. Extra-marital affair allegations had dogged Clinton for years, but this one was more problematic. Clinton testified under oath in a deposition that he never had sex with Lewinsky in a case brought by Paula Jones. Jones was suing Clinton for sexual harassment for conduct when he was governor of Arkansas.

Independent counsel Ken Starr—who was investigating Clinton for other White House scandals—found out about the Lewinsky matter and cited it in detail in his report. The alleged lies in Clinton’s testimony in the Paula Jones case led to impeachment charges for perjury and obstruction of justice.
