What is Hopper’s rule?

Electricity travels 1 foot (0.3 meter) in a nanosecond (a billionth of a second). This is one of a number of rules compiled for the convenience of computer programmers; it is also considered to be a fundamental limitation on the possible speed of a computer—signals in an electrical circuit cannot move any faster.
