Who was the first person to attempt a color standardization scheme for minerals?

The German mineralogist Abraham Gottlob Werner (c. 1750–1817) devised a method of describing minerals by their external characteristics, including color. He worked out an arrangement of colors and color names, illustrated by an actual set of minerals.
