In 1924 Marcus Garvey was indicted on federal charges of income tax evasion and mail fraud. While the tax charges were later dropped, he was convicted of the fraud charge, pardoned after a brief stay in prison, and was deported in 1927. The UNIA lost many of its members and never recovered. Garvey moved his headquarters to London, England, and continued to work toward meeting his goals. He wrote extensively about his movement and race philosophy, and with more than a million followers, he had built the largest and most powerful black mass movement in American history. Since a schism in 1949, two different groups have laid claim to the UNIA name.
