Why does Hawaii have interstate highways?

Since any freeway funded under the Federal-Aid Highway Act of 1956 is known as an interstate highway, whether it crosses state boundaries or not, Hawaii can have interstate highways. Though they cross no state borders, Hawaii has three interstate highways, H1, H2, and H3.
