Before the Affordable Care Act, could insurance companies discriminate against children?

Yes, before the Act, insurance companies would routinely deny benefits to children with pre-existing conditions. If a child had cancer, and the parents changed insurance companies, the insurance company could deny any coverage, because the child was already sick. Under the Act, this is forbidden, and all children under the age of 19 must be covered, regardless of their pre-existing conditions.
