What executive order targeted civil service reform?

In June 1877, Hayes issued an executive order that sought to limit federal government officials from engaging in partisan political activity. He wanted to end the practice of patronage and increase the efficiency of federal governmental agencies. The order prohibited federal government officials from participating in “the management of political organizations, caucuses, conventions, or election campaigns.”
